The corrections rectify typographical errors, clarify technical aspects of running the flammability test required by the standard, and clarify that the certification statement on the mattress set label may appear in another language in addition to English.https://www.federalregister.gov/documents/2008/02/06/E8-2027/final-rule-standard-for-the-flammability-open-flame-of-mattress-sets-correctionFR-Doc-E8-2027

This new standard establishes performance requirements based on research conducted by the National Institute of Standards and Technology (``NIST''). Mattresses and mattress and foundation sets (``mattress sets'') that comply with the requirements will generate a smaller size fire with a slower growth rate, thus reducing the possibility of flashover occurring. These improved mattresses should result in significant reductions in deaths and injuries associated with the risk of mattress fires. The Commission estimates that the standard could limit the size of mattress fires to the extent that 240 to 270 deaths and 1,150 to 1,330 injuries could potentially be eliminated annually. As discussed in the preamble, this means that the standard could yield lifetime net benefits of $23 to $50 per mattress or aggregate lifetime net benefits for all mattresses produced in the first year of the standard of $514 million to $1,132 million.https://www.federalregister.gov/documents/2006/03/15/06-2206/final-rule-standard-for-the-flammability-open-flame-of-mattress-setsFR-Doc-06-2206
Standard for the Flammability (Open Flame) of Mattresses and Mattress/Foundation Sets; Notice of Proposed RulemakingProposed Rule05-41601/13/2005CONSUMER PRODUCT SAFETY COMMISSIONConsumer Product Safety CommissionThe Commission is proposing a flammability standard under the authority of the Flammable Fabrics Act that would address open flame ignition of mattresses and mattress and foundation sets (``mattresses/ sets''). The Commission currently … The Commission is proposing a flammability standard under the authority of the Flammable Fabrics Act that would address open flame ignition of mattresses and mattress and foundation sets (``mattresses/ sets''). The Commission currently has a flammability standard that addresses ignition of mattresses by cigarettes. However, that standard does not address mattress fires ignited by open flames. The proposed standard sets performance requirements based on research conducted by the National Institute of Standards and Technology (``NIST''). Mattresses/sets that comply with the proposed requirements will generate a smaller size fire, thus reducing the possibility of flashover occurring. These improved mattresses should result in significant reductions in deaths and injuries associated with mattress fires. Due to the interaction of mattresses and bedclothes discussed herein, elsewhere in today's Federal Register the Commission is publishing an advance notice of proposed rulemaking to begin rulemaking on bedclothes.https://www.federalregister.gov/documents/2005/01/13/05-416/standard-for-the-flammability-open-flame-of-mattresses-and-mattressfoundation-sets-notice-ofFR-Doc-05-416

These laundering procedures help assure that any chemical flame retardant is not removed or degraded by repeated washing and drying, thereby creating a flammability hazard. The Commission is issuing these amendments because the detergent specified by the existing laundering procedure is no longer available and the operating characteristics of the washing and drying machines required by that procedure are no longer representative of machines now used for home laundering.https://www.federalregister.gov/documents/2000/03/10/00-5529/standard-for-the-flammability-of-mattresses-and-mattress-padsFR-Doc-00-5529
